Germond et Jonathan Donzallaz<\/strong><\/em><\/p>\n<p><a href=\"https:\/\/fr.wikipedia.org\/wiki\/Prologue_de_l%27%C3%A9vangile_selon_Jean\" target=\"_blank\" rel=\"noopener\">In principio erat verbum<\/a>: au commencement de tout mouvement se trouvent souvent des d\u00e9clarations d\u2019intention, des textes fondateurs et constitutifs t\u00e2chant de fixer par \u00e9crit la route \u00e0 suivre.<\/p>\n<p>Le mouvement de l\u2019Open Access, qui pr\u00f4ne le libre acc\u00e8s aux r\u00e9sultats de la recherche et <a href=\"https:\/\/doi.org\/10.6084\/m9.figshare.1508606.v3\" target=\"_blank\" rel=\"noopener\">s\u2019inscrit ainsi dans le cadre plus large de l\u2019Open Science<\/a>, n\u2019\u00e9chappe pas \u00e0 la r\u00e8gle. Au sortir des ann\u00e9es 1990 qui voient l\u2019apparition du <em>World Wide Web<\/em>, condition technique n\u00e9cessaire \u00e0 un partage massif et ouvert de l\u2019information, diff\u00e9rents textes fondateurs posent les bases de l\u2019Open Access, tels que la <a href=\"https:\/\/www.budapestopenaccessinitiative.org\/\" target=\"_blank\" rel=\"noopener\">Budapest Open Access Initiative<\/a>, le <a href=\"http:\/\/legacy.earlham.edu\/~peters\/fos\/bethesda.htm\" target=\"_blank\" rel=\"noopener\">Bethesda Statement on Open Access Publishing<\/a> ou encore la c\u00e9l\u00e8bre <a href=\"https:\/\/openaccess.mpg.de\/67605\/berlin_declaration_engl.pdf\" target=\"_blank\" rel=\"noopener\">Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities<\/a>.<\/p>\n<p>En marge de ces d\u00e9clarations \u00e0 port\u00e9e internationale, les hautes \u00e9coles commencent \u00e0 \u00e9laborer des strat\u00e9gies Open Access, qui d\u00e9clarent leurs intentions, ainsi que des politiques Open Access, documents de mise en \u0153uvre fixant concr\u00e8tement les r\u00e8gles \u00e0 suivre pour favoriser le libre acc\u00e8s. La Suisse et son dense r\u00e9seau de hautes \u00e9coles n\u2019\u00e9chappent pas \u00e0 cette tendance, qui est toujours en cours. En d\u00e9cembre 2018, c\u2019est ainsi au tour du Rectorat de la HES-SO d\u2019adopter sa <a href=\"https:\/\/openscience.hes-so.ch\/data\/documents\/1-2018-Strategie-Open-HES-SO-11095.pdf\" target=\"_blank\" rel=\"noopener\">Strat\u00e9gie Open HES-SO<\/a>.<\/p>\n<p>C\u2019est dans ce contexte et en tant qu\u2019\u00e9tudiants du <a href=\"https:\/\/www.hesge.ch\/heg\/formation-base\/masters-science\/master-en-sciences-linformation\" target=\"_blank\" rel=\"noopener\">Master IS<\/a> de la <a href=\"https:\/\/www.hesge.ch\/heg\/\" target=\"_blank\" rel=\"noopener\">Haute \u00e9cole de gestion<\/a> (HEG) de Gen\u00e8ve que nous nous sommes vus proposer un projet de recherche sur le sujet. Notre\u00a0mandat consiste \u00e0 \u00e9tablir un \u00e9tat de l\u2019art des strat\u00e9gies Open Access et de leur formulation par le biais de politiques, avec trois objectifs distincts. Dans un premier temps, \u00e0 un niveau d\u00e9j\u00e0 op\u00e9rationnel, il s\u2019est agi de formuler des propositions \u00e0 <a href=\"https:\/\/www.hes-so.ch\/fr\/lucas-isabelle-13133.html\" target=\"_blank\" rel=\"noopener\">Isabelle Lucas, cheffe de projet Open Science \u00e0 la HES-SO<\/a> pour la conception de la <a href=\"https:\/\/openscience.hes-so.ch\/fr\/open-accessarodes-14822.html\" target=\"_blank\" rel=\"noopener\">page internet de la HES-SO d\u00e9di\u00e9e \u00e0 l\u2019Open Access<\/a>, d\u00e9sormais en ligne. Deuxi\u00e8mement, sur un plan analytique, il s\u2019agit d\u2019effectuer une lecture critique de la <a href=\"https:\/\/openscience.hes-so.ch\/data\/documents\/1-2018-Strategie-Open-HES-SO-11095.pdf\" target=\"_blank\" rel=\"noopener\">strat\u00e9gie de la HES-SO en mati\u00e8re d\u2019Open Access<\/a>. Enfin, notre troisi\u00e8me objectif consiste \u00e0 formuler des recommandations \u00e0 la <a href=\"https:\/\/www.hes-so.ch\/\" target=\"_blank\" rel=\"noopener\">HES-SO<\/a> en vue d\u2019une mise en \u0153uvre optimale de cette strat\u00e9gie.<\/p>\n<p>En tant qu\u2019\u00e9tudiants, nous ne sommes pas \u201c\u00e0 l\u2019interne\u201d des processus. Notre regard externe est un de nos atouts, une des forces de notre recherche. Une partie importante de celle-ci consiste \u00e0 porter un regard critique sur ce qui se fait ailleurs. Nous avons produit une importante revue de la litt\u00e9rature sur les questions des politiques Open Access ainsi que de leurs mises en \u0153uvre. Nous avons \u00e9galement analys\u00e9, par des grilles de lectures, les politiques Open Access et sites internet Open Access de certaines universit\u00e9s et \u00e9coles polytechniques f\u00e9d\u00e9rales, institutions choisies en raison de leur niveau de maturit\u00e9 plus grand en mati\u00e8re d\u2019Open Access, elles qui poss\u00e8dent les plus gros volumes de publication et qui re\u00e7oivent le plus de financements de la part du Fonds national suisse.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-1755 size-large\" src=\"https:\/\/campus.hesge.ch\/blog-master-is\/wp-content\/uploads\/2020\/02\/Figure-1-Subsides-de-recherche-par-institution-depuis-2005-\u00a9-FNS-1024x599.png\" alt=\"\" width=\"1024\" height=\"599\" srcset=\"https:\/\/campus.hesge.ch\/blog-master-is\/wp-content\/uploads\/2020\/02\/Figure-1-Subsides-de-recherche-par-institution-depuis-2005-\u00a9-FNS-1024x599.png 1024w, https:\/\/campus.hesge.ch\/blog-master-is\/wp-content\/uploads\/2020\/02\/Figure-1-Subsides-de-recherche-par-institution-depuis-2005-\u00a9-FNS-300x176.png 300w, https:\/\/campus.hesge.ch\/blog-master-is\/wp-content\/uploads\/2020\/02\/Figure-1-Subsides-de-recherche-par-institution-depuis-2005-\u00a9-FNS-768x449.png 768w, https:\/\/campus.hesge.ch\/blog-master-is\/wp-content\/uploads\/2020\/02\/Figure-1-Subsides-de-recherche-par-institution-depuis-2005-\u00a9-FNS.png 1692w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p style=\"text-align: center;\">Figure 1 &#8211; Subsides de recherche par institution depuis 2005 \u00a9 FNS<\/p>\n<p>Pour tenir tout de m\u00eame compte du contexte particulier de la HES-SO, nous avons aussi recours \u00e0 d\u2019autres sources d\u2019information, telles qu\u2019un questionnaire aupr\u00e8s d\u2019un \u00e9chantillon de chercheurs, des entretiens semi-dirig\u00e9s, ainsi que d\u2019autres types de prises d\u2019information (documentation interne, \u00e9changes de courriels, etc.). \u00c0 l\u2019interne, toutefois, Isabelle Lucas m\u00e8ne une enqu\u00eate propre aupr\u00e8s des chercheurs de la HES-SO\u00a0; il ne s\u2019agit pas de faire le travail \u00e0 double\u00a0!<\/p>\n<p>Au final, quelles recommandations pourront \u00eatre apport\u00e9es au rectorat de la HES-SO\u00a0? S\u2019il est impossible d\u2019entrer dans le d\u00e9tail dans le cadre ce billet, on peut en relever ici quelques aspects primordiaux.<\/p>\n<p>La communication est cruciale, tant \u00e0 l\u2019interne pour diffuser l\u2019information entre toutes les parties prenantes, qu\u2019\u00e0 l\u2019externe pour d\u00e9montrer la dynamique de la HES-SO dans un environnement concurrentiel. Dans un premier temps, c\u2019est le volet interne qui est essentiel, tant du point de vue de l\u2019information diffus\u00e9e d\u2019en-haut que de celle entendue d\u2019en-bas, \u00e0 savoir les besoins concrets des chercheurs.<\/p>\n<p>En mati\u00e8re de gouvernance, il s\u2019agit de clairement identifier et r\u00e9partir les r\u00f4les entre le Rectorat, les directions des diff\u00e9rentes hautes \u00e9coles, les responsables de la recherche et ceux des biblioth\u00e8ques. Il serait en outre judicieux de pr\u00e9voir une personne de contact en mati\u00e8re d\u2019Open Access dans chacune des fili\u00e8res. Nous insistons sur le fait qu\u2019une \u00e9laboration unilat\u00e9rale ne permettra pas l\u2019adh\u00e9sion des parties prenantes, et d\u00e8s lors le succ\u00e8s de la mise en \u0153uvre.<\/p>\n<p>Les politiques Open Access doivent \u00eatre align\u00e9es, et ce \u00e0 deux niveaux. Il s\u2019agit d\u2019une part d\u2019observer les directives et les initiatives internationales, europ\u00e9ennes, nationales ainsi que sur celles des bailleurs de fonds. D\u2019autre part, il est aussi n\u00e9cessaire de s\u2019aligner sur les politiques des autres hautes \u00e9coles, afin de ne pas p\u00e9naliser les chercheurs de l\u2019institution et d\u2019encourager la recherche transdisciplinaire et interinstitutionnelle.<\/p>\n<p>Enfin et surtout, il va d\u00e9sormais s\u2019agir de r\u00e9gler concr\u00e8tement les aspects strat\u00e9giques, pratiques et \u00e9conomiques de cette mise en \u0153uvre. Des d\u00e9cisions qui ne nous appartiennent pas mais au sujet desquelles nous avons, l\u00e0 encore, des recommandations utiles &#8211; nous l\u2019esp\u00e9rons &#8211; \u00e0 fournir.<\/p>\n<p>En 2011 d\u00e9j\u00e0, Emmett et al. (p. 569) annon\u00e7aient que \u00ab\u00a0l\u2019adoption et la mise en \u0153uvre d\u2019une politique Open Access n\u2019est pas un \u00e9v\u00e9nement, mais un voyage\u00a0\u00bb.
